If you paid for a drivers PH/HC badge would you expect a years service or to be repaid the cost when you had no prior agreement?

As there is no written agreement there is no chance. I tried to get a payment from a driver once through the small claims court even with an agreement in place I still lost as it was deemed an unfair clause.

ok, just for you.....

a base or a car owner pays for a new drivers badge

unless previously agreed, can the base (or car owner) expect to be reimbursed if the driver jacks in (leaves) before a suitable period..
