there was a bloke outside with clipboard and a blue rosette (didnt actually say "conservative") asking for voting card numbers "so we dont come knocking later"

if that constitutes excerting any influence on voters within 100yds of the polling station was he acting illegaly?

They take your voting card number so that later if some one has not voted they can be called on and offered a lift to the polling station. Provided that this service is offered to anyone who requires it and not just their own supporters, then it is perfectly OK.
