I'm anti companies telling drivers to discount without prior agreement. If any individual driver decides it's ok, then that's fine by me. Only he knows what he needs at the end of his shift, and what needs to do to achieve it.

And your question seems to contradict your intial stance about informing councils that drivers could discount if they wished, in order to secure a rise in fares.
