Moscow taxi drivers should know history, Russian – official Moscow taxi drivers should know the history of the capital and speak Russian, a senior Moscow government official told reporters on Wednesday. "Currently, we have no legal basis to demand that taxi drivers provide proof that they have completed certain courses, but in the future we would like to see the drivers attend some preparatory courses providing them with a minimal knowledge of the city’s central places, driving directions and the Russian language," said Dmitry Pronin, deputy head of the Transportation and Roads Department. Pronin said that the government plans to stop granting licenses to cars over 5 to 7 years old that are not equipped with airbags. Moscow Mayor Sergei Sobyanin has promised to reform the city’s transportation system and made a special stress on taxis. From July 1, 2012, taxi drivers should have a special license, the lack of which levies a 5,000-ruble fine. From August 1 this year new licenses will be issued only to yellow cars. All taxis will have to change their color to yellow by 2015, Pronin said. So far the department has issued 27,000 permits to operate taxis in Moscow, Pronin said.
