Is there any legal requirement for a local authority to notify taxi drivers about temporary closures of a rank ?

The incident was on a sunday and involved closure of the rank for about 12 hours whilst builders used it to park a crane lifting roof joists onto the site. The local authority had apparently given consent for the closure but the first the drivers knew was when they turned up to find it all coned off with no alrenative arrangements made.

An alternative was created by using taxis to block off car parking bays further along the street and use that as a temporary solution without permission from anyone !!!

In an emergency they can close off a rank to gain access, but if not then a traffic order is needed.

Otherwise the crane will be parked up illegally.
