It is only 6.21 kb in size and .jpg so why can't it be displayed?

The way the forum is set up means that you can have whatever avatar you wish, but I must load it.

I thought the reason it wouldn't work in the past was because of a bug in the old forum software - our version was so old it was steam driven 
But we're on the latest version now, and it still doesn't work. Sorry lads, but you'll just have to send your avatars to us
