Don't let council policy get in the way of natural justice. If you lose your license or have a grievance against a council decision then appeal right away. A magistrates court has a duty to act impartially and although it should not disturb a council decision lightly it cannot escape the fact that it has to give equal weight to both sides of the argument and if a council decision is unreasonable as many are, then the court has a duty to find in your favour.
