Indeed it did, as did the 1995 DDA endorse 100% WAV fleets.

If councils wish to have mixed fleets they are going to have to induce 10s of 1000s of people to buy WAVs, unless they go 100% WAV.

That said, as has been mentioned by me before, a crash tested whole type approved WAV is available cheaper than a Mondeo. So maybe a 100% WAV fleet is the only way forward.

What if a subsidy, at a sensible level had to be paid by LA's to WAV proprietors.

Now that would turn things around big time.

Ball park figure from the back of a fag packet, £6K per annum should cover it.

Can't really see it somehow, particularly in today's climate.

As I always say, subsidies are generally paid when a service or whatever simply wouldn't be available otherwise.

But in most LAs WAVs can be made available simply by the stroke of a licensing committee's pen.

Well the Equality Act certainly did so, but of course how many of the decision makers recognise this as discrimination?

But more generally there's no need to "write into law powers to allow councils to discriminate", since all they need to do is to allow the LAs to set their own parameters, as of course the LC is effectively proposing in relation to HCs.

But the LC report wouldn't change that, just allow more drivers to license saloon taxis.

Personally I don't think there should 100% anything I much prefer a mixed fleet

So you think the Equality Act will effectively be scrapped then?

I've been assuming that in general terms it would still go ahead, although I haven't got to that bit of the LC's report yet. :D

So would you be so keen if you were a HC driver forced to run a more expensive WAV in a largely saloon area who has to sit on a rank while a stream of people walk past to get into a saloon?

Never mind though, there'll be a wheelchair along in a couple of hours, and the driver can then spend another unpaid twenty minutes loading it up to go RTFC. :-|

The % bit wont be enacted ever if taxi quotas go, as the % only applies to restricted areas.
