That's generally what happens in a democracy, but to answer your question it's both.

What you are not getting is the difference between a standard set by an elected council, and a restriction that no-one can meet.

What if its the council that wants to restrict ? Maybe they dont want more vehicles in the town centres. They have suspended certain ranks in the town centre from midnight onwards as there were too many cabs on them from 12 till 5 am making noise close to nearby hotels!

Of course I get it but when restriction is based on such things as vehicle costs I prefer the restriction to be more straight forward

Same with drivers. What's better 1000 cabs with 2000 drivers or 1500 cabs with 1500 drivers?

I agree it would be better if they were restricted ! as for your other points the first would be better because the cabs would be double shifted, the second scenario of 1500 cabs is 500 more cabs than 1000 = too many cabs simples

I assumed that because the most obvious course of action would have just been to say XYZ made the following points about restricted numbers then because he self-evidently chose not to name the retailer in question then there was an element of secrecy about it.
