No it is the individual years ago I used to manage offlicenses it was my name above the door not the company i worked for even though I was just an employee

But i think you have not understood the point here If licensing was changed so that the vehicle owner/operator was licensed if a new owner took over the vehicle they would have to reapply for a license the same as for a pub chip shop etc etc. i.e, the rights to the license would NOT be saleable only the actual vehicle
