I would have a bet on...

1) The Two-Tier System remaining in place, as I think the PH operators will campaign massively against it.
2) Numbers restrictions on hackney carriage will go, as I think/know it is not compatible with Euro Law.
3) National minimum standards will apply to all taxi/PH drivers, vehicles and operators.
4) Other than the above all licensing decisions will still remain with the local licensing authority.
5) Fees will be set to recover the costs only of the licensing function.
6) To avoid mass over-ranking, when point 2 happens, councils might be able to zone areas so that only a certain amount of hackneys can ply on certain ranks.
7) Fixed penalty fines for license breaches.
8 ) No appeal, from any new offence, higher than a Magistrates' Court.

Was it all a dream? Who knows.

Good points, some are obviously mad, but there you go.

If I was a betting man, I'd have an each way bet on the Northern Ireland (Taxis) Act 2008 being adopted nationwide.

Reasoning;

  • The legislation has already been done
  • The government want to further push the WAV
  • Mr Button is an advisor to the Law Commission
  • The NI Act is basically his thoughts in the IOL paper
  • The act would be cheap to enforce
  • Law Commission were not interested in the financing of taxi licensing regimes when asked

Personally I don't see the problem if they allowed taxis to ply for hire from any legal parking position, why incur the costs of ranks when it really isn't necessary

Not that I think there will be a single tier, but, on what grounds do you think the PH operators will be able to oppose such an action that allowed PH to be able to be flagged down or indeed for a single tier to be implemented?

You make a good point, and a point I wouldn't have a problem with.

However I have a good source.

That doesn't answer the question as to what grounds they will have to oppose

They don't need grounds to oppose anything really, they can just say they are happy with the status quo.

But it's crystal clear why and that's because they only want their work cleared, and don't want drivers doing their own work.

However if restrictions are binned then drivers can license as hackneys and do as they please.

Not necessarily, it would depend on the vehicles that would be required to become a taxi driver. Not everybody can afford the WAV vehicle.

Perhaps the ph drivers should have something to say if the above is the case, it should not just be down to the opinions of a few operators

You can license a new whole type approved WAV in my manor for less than the price of a new Mondeo.

I think the biggest problem, and this will never be overcome, is that the Law Commission want one act for the whole country, and that sadly includes London.

And there is no way a one-tier, or two-tier PH flag-down, policy will ever happen in the smoke.

But you forget, all the laws are being re-written, and that will include your manor as well.

You're assuming they will lower the standards to your level as opposed to higher them to our level
