The concept of “in the course of a business of carrying passengers” should be used to limit the scope of taxi and private hire licensing so as to exclude genuine volunteers as well as activities where transport is ancillary to the overall service. (Page 168)

So they want those nasty hearses doing maybe 2000 miles per year....carrying dead people......but aint particularly interested in ambulance cars? Damn those necrophiliacs

One of the problems with the exemption is the increase in activities such as the school prom. On some dates it is almost impossible to book a licensed limousine so kids and parents will book the local wedding car provider to take them to the prom. Some are so desperate that they book the local funeral directors limousine for the occasion. Neither of them are licensed or insured to do this kind of work, but it happens, frequently.

In all the years I've spent working in this wonderful trade, and all the years I've spent on this taxi forum lark, not once has anyone queried why funeral cars aren't license. No moan, no groans, no calls, no nothing.

So why are the Law Commission adding bureaucracy to an industry, that no-one wants, in an anti bureaucracy law review?

Of course they should. The problem seems to be enforcement again. The operators just say that their vehicles are exempt and the public believe them. So the answer would be to make them all license as private hire. Problem solved.

Theyed be better off staying Exempt and doing what theyre good at..Weddings and Funerals, Start to licence them and they'll have to make the vehicles work harder and longer and more varied runs such as Luxury airport transfers, which in turn means more competition for you guys and gals.

Or might be a better option to have a Wedding and Funeral Vehicle Licence which can be run By anyone on just a car licence...then they might just stick to what theyre doing now..

Maybe they think you need to have an advance CRB check when dealing with the dead.!!

Justice for the 96. It has only taken 27 years...........repeat the same lies for 27 years and the truth sounds strange to people!

The problem is that some, not all, are already doing other work because no one is stopping them. We had a Rolls Royce owner here that had a sign on the side of the road advertising that he was available for weddings and SPECIAL OCCASIONS. One of our enforcement officers drove past this sign twice a day and didn't do anything about it until it was pointed out to her.

My point isn't that funeral cars shouldn't be licensed if they do non-funeral work, but they shouldn't if the just do funeral work.

That said, I have never seen a black funeral (looking) vehicle doing anything other than funerals, and believe me I wouldn't miss it.

I have seen loads of them on school proms. Not all of them are black either. A company in Nottingham has several stretched Rolls Royces in silver. Of course the main culprets of the doing proms without a license are the owners of the one Rolls Royce or Bentley that they use for social, domestic and pleasure with insurance for weddings. They just see proms as an extra bit of income that nobody will notice.
Because no one is enforcing against these unlicensed activities the LC are looking at the option of having them all licensed because of the few.

Yep I was thinking that......or of course having licensing officers snoop after funeral directors at the expense of the license payer.....follow that hearse!!
