I did allude to this in a reply to Mr Fish, but I can't find the bloody post now. So it must have been a dream.

On a serious point it's a good move from the Law Commission, and I suspect we will find out later why.

My betting is they might have by then revised our earnings.

Well indeed it seems they have issued a revised Impact Assessment document.

The relevant page on the LC's website says:

"Following feedback we produced a revised draft of the impact assessment stripping out the data which appears unsatisfactory or not robust and to ask further questions. We welcome further comment on the data and would be grateful for further information."

http://lawcommission.justice.gov.uk/con ... s/1804.htm

The Impact Assessment itself is at:

http://lawcommission.justice.gov.uk/doc ... ssment.pdf

It seems that for industry revenue they've used the updated version of the figure that the OFT used around a decade ago. Thus it's Office of National Statistics figures for consumer spending, and this excludes fare revenue from business and tourists.

So the updated figure is £2.585 billion, as compared to £1.4 billion previously.

Of course, while previously this was referred to as 'industry revenue' it's now described as 'spent by UK households on taxis', to reflect the fact that it doesn't include all the trade's income.

The 'industry employment' figure has been increased from 37,311 (the IBIS figure) to 250,000, and a footnote to the latter says that "Industry evidence suggests this to be a reasonable estimate of those actively engaged".

So since there are around 300,000 badges in issue they're essentially saying that one sixth of them belong to inactive badge holders.

Which seems to overestimate the number of inactive drivers in my opinion, but certainly more realistic than the previous figure.

Of course, this will impact on the other figures that they've computed using the revised stats, and the brief statement on the website seems to suggest that they've made other changes, but quite what they might be I'm not too sure at this stage.

I hope someone pointed out to the LC, that if they are that clueless as to what is going on around the UK, they only need to become members of TDO and read the posts :D
