Whitehall in consultation on taxi and minicab reforms

An overhaul of public safety with regards to taxi and private hire vehicles (PHV) is being proposed by a government commission in fresh reforms to legislation. The Law Commission is carrying out a national consultation with local authorities to highlight flaws in current safety provisions and checks to taxi and PHV drivers nationally. The consultation comes from growing pressure to review taxi and PHV laws.

In March Bedfordshire on Sunday launched its Cabbie and Passenger Safety (CaPs) campaign following the death of Bedford cab driver Mehar Dhariwal who died following an attack by a passenger. This echoed a call in Parliament for more safety in the trade by MP for Bedford and Kempston Richard Fuller.

The proposal says one of the issues raised is that in the UK there is no minimum standard of enforcement to adhere. This has meant that a driver rejected by a council that is applying strict licensing regulations – such as criminal checks – may seek to gain a licence from a neighbouring authority which is more lenient.

Operator for Premier Cars, Balal Shah, said: “It’s about time we had a review of private hire and taxi driver laws, not just in Bedford but nationally. Some of these laws date back to when horses and carts were running around and they need to be brought into the 21st century.” The Law Commission’s paper says: “It was impressed upon us during our pre-consultation meetings that enforcement was key to ensuring public safety.

“The widespread perception of a lack of enforcement activity by licensing authorities and the police may be partly due to the lack of funds but is also partly attributable to the lack of sufficient powers in legislation.”

I don't I saw anything in what the LC want to do that'll help this kind of situation :sad:
