No chance of working for them, if you read the LC in full they're on about stopping plate transfers in restricted areas as well. Sussex's cat is quiet cute.. |

My understanding was, if the area is already restricted and transfers already take place they will continue to do so but if they re-regulate or if transfers do not already take place then they will not be allowed, it was a bit confusing if I'm honest |

But we still go back to the point that Scotland has had that rule for over 30 years. Yet it doesn't stop transfers. |

It would lead to a two tier HC license - but we've already got them in areas with saloons and WAV's. I think if you go to any area that's been recently regulated they'd actually accept a no transfer option as better than deregulation - however - if I want to sell my cab and its beyond the age limit for first license and I cannot transfer the plate with the vehicle - then my vehicle is useless. |

We propose that in any areas where the licensing authority chooses to implement new quantity restrictions, vehicle licences would not be transferable, meaning that licences would not have a saleable value. In areas that already have quantity restrictions, transfers would continue (and therefore licences could still have a value), but we will recommend that the Secretary of State and Welsh Ministers should consider the future of licence transfers. (Quote from LC Website - my spelling correction.) Plate values will probably be phased out I should think. This will give a new problem - lottery for issue is a problem - Muslims would not like it. Auctions - only big firms would end up with plates and if "Company" owned would never come back to the LA for re-issue. Waiting list - big firms would take 20 places on the list (or more) and end up with all the plates. I could go on, but I think you have the idea. |

And all the above is why Plan A should have been kept. But I'm not sure that's a universal viewpoint.

I take it you've never been in a taxi in either Leeds, Manchester or Cardiff then? |

Muslims do not like "Lottery Allocation" as it is considered to be gambling. I am not suggesting that no Muslim ever gambles - but only one practising Muslim who does not condone gambling proves the point. |
