Alas in your manor weak, in-effective enforcement has led to sheds being licensed.
And that is exactly why change to policy will "appear" to be drastic, when in fact the council should have implimented then enforced quality standards instead of quantity.
The thing is though that you have consistantly banged on about drivers choice, implimenting a WAV only HC fleet limits the choice of the driver, so you should see why I consider your recent posts as contradictionary.
It has also been suggested that MPV WAVs be considered as an alternative however if you are refering to the VW Sharan or any other similar type where wheelchairs are loaded through the rear door, I would question their safety for the passenger should the vehicle be involved in a rear end collision.
Preferably only vehicles with European Full Body M1 specification should be considered, however I would concede the use of any professionally converted vehicle of a similar standard providing it allowed an alternative exit route following a collision.
It is strange here in Gateshead at the moment, we are probably the first to attempt to change policy following all the investigations and government reccomendations, Brighton & Hove have been singled out as the correct way to form taxi policy and I believe that every council should use it as a model on which to form their own policy.
