Whoever wrote this seems to have missed the point of a dual badge, and makes it sound like they're driving an HC and PHV at the same time. While also driving a 'taxi'
Of course, potentially all sorts of issues worth discussing in terms of how officials can revoke under delegated powers and in secret, effectively. Nice of him/her to 'consult' the elected licensing chair, though, which I assume simply means that he/she let him/her know what had happened

hackney carriage private hire taxi driver.
The decision was made on February 16 and was made by the Head of Public Protection.
Council documents stated: "A serious allegation has been received by the Council against a combined hackney carriage/private hire driver.
"The allegations mean that the driver is not able to meet the criteria to hold a licence within the Council's Private Hire and Hackney Carriage Policy therefore the driver’s combined licence was revoked."
No alternative options were considered by the council and the chair of licensing and regulatory committee was consulted.
The council declined to reveal the nature of the allegation in their report or to this paper.
This announcement follows discussions surrounding the responsibility for taxi and private hire licensing being held by the council.
The Department for Transport has proposed that the responsibility for granting licences for taxis be given to a local transport authority instead of local councils.
