Drugs allegations, concerns over the treatment of disabled passengers and sex discrimination were among the concerns.
The council’s annual licensing report said alleged sexual assaults were among the complaints. Nine of those allegations were made in 2025, down from 14 the previous year and 35 in 2023.
The report said: “In most of the cases, licensed drivers are given verbal or written warnings, a record of which is placed on their licensing file.
“If a driver continues to receive complaints, they may be referred for additional training.”
Rudeness to passengers, overcharging and plying for hire were also among the complaints.
The report said: “Complaints regarding racial, sexual and disability discrimination relate directly to equality law.”
The number of complaints rose from 711 the previous year and 722 in 2023.
Some 116 drivers had their licences suspended last year and 35 had their licences revoked or refused.
Most suspensions were in relation to the health of drivers, often at their own request, the report said.
The council dealt with ten appeals against revocation, all dismissed in court.
