The Tech Standard: Autonomous vehicle operators argue that their AI models already meet or exceed the safety metrics of average human drivers.

Anyone who says that is an out-and-out liar. [-X

The Compromise: A faction within TfL is pushing to limit AVs exclusively to outer London "transit deserts" to ferry passengers to existing rail and bus hubs—modeled after Oslo's transit system—rather than letting them operate freely in Zone 1.

The problem is that even on the outskirts of London, the traffic can be an absolute nightmare. Admittedly, not as many bikes and aimless pedestrians, but still jammed with traffic.

Autonomous vehicle software relies heavily on pattern recognition and predictability. London’s environment breaks standard driving algorithms in several distinct ways:

Predicting Unstructured Human Behaviour: Compared to San Francisco, London has 11 to 20 times more cyclists, erratic e-bikers, and pedestrians on the street. Because jaywalking is legal and common in the UK, software must constantly calculate the intent of pedestrians who step off curbs arbitrarily, a massive contrast to the orderly, grid-based US environments.

The "Assertiveness" Paradox: Software programmed for extreme safety struggles with London's pushy driving culture. During trials by British AI firm Wayve and Uber, robotaxis faced gridlock because the AI was too cautious. In London, drivers must aggressively seize tight gaps at junctions or roundabouts; standard AV software defaults to staying stationary, often trapping the car at busy intersections for minutes.

Edge-Case Overload: London features roughly 20 times more active roadworks than comparable US trial cities. Temporary lane closures, confusing traffic cones, hand-signalling construction workers, and double-parked delivery vans force the AI into constant "edge-case" scenarios where it does not know what to do, requiring remote human "teleoperation" to intervene.

I don't usually do such a large quote, but everything above is 100% bang on. =D>
