I'll bet that the council won't take any notice whatsoever of your pictures and witnesses. I doubt that a photo taken from a distance away and a witness statement that they saw a car pick up a passenger will be proof that it wasn't a pre booked fare.
It won't matter if they picked it up from a rank

So a customer rings up a PH and says " I am waiting at such and such rank and there are no taxis. Can you please pick me up?"
Is that illegal?

Most certainly not, and it would be very easy for any LO to follow up a complaint.

Booked hires are not permitted to be picked up from a rank here. It's in our licence conditions. In that senario the passenger would be asked to go to a nearby pick up point.

Matter of fact yeah I noticed you all cos you all have a particularly funny stance like a bunch of hard men, chewing gum along with a stupid tapping of the foot ritual whilst standing and then every so often pointing in about 3 directions.

Bet you felt great alongside all the "Boy Racers"

And you're trying to convince us that you're acting in the interests of the taxi trade.

Thuggery only ever begets thuggery.

My interest is that you're not only dragging down the trade in Dundee, you're dragging down the trade everywhere in the UK.

If you think you can persuade the council to your view with these antics then you clearly know nothing. When threatened in this way authority only ever closes ranks against those threatening them.
