Your definition says he's a person who exerts totalitarian control.

Yes, George Galloway would agree with you. Because it has been aligned mainly to the political arena.

But Fascist, as the person, and his actions, is about what is done, how the individual conducts him/herself to achive Fascism.

More definitions above.
