Stationtone, you are a brown-nose, you don't like being one, but that's your position in life. It's no one's fault but your own – live with it.
:D

Oh and Stationtone, the majority is so anal, they wouldn't recognize the smell of shi*e, if it was rubbed on the end of their noses.

The tool of the drivers trade is owned by a taxi proprietor, just like the tool of a mechanics trade is employment in a garage.

Employment in a garage is not a tool.
It is an employment position or job.
So is self employed mechanic, with or without premises.
Many mechanics are expected to supply their own tools.
No one is preventing a mechanic setting up on their own and no one says the only way to do so is to buy out an existing garage.

Your analagy is flawed.

I think you would disagree with me whatever I stated.

13.— Taxi and private hire car driving licences.
(1) A licence, to be known as a “taxi driver's licence” or, as the case may be, a “private hire car
driver's licence”, shall, subject to subsection (2) below, be required for driving or otherwise having
charge of a taxi or private hire car.

10.— Taxi and private hire car licences.
(1) A licence, to be known as a “taxi licence” or, as the case may be, a “private hire car licence”,
shall be required for the operation of a vehicle as—
(a) a taxi; or
(b) a private hire car.

hmmm, two different licenses?

CC
And?

Kinda like saying to a mechanic that they can learn their trade but if they want to work in it then they have to hire their spanners from the few individuals who are allowed to own them, and at the price they dictate.

Being a mechanic is a skilled job learnt over a long period of time, the same as a plumber, electrician and a gas fitter to name but a few. If there is no work for them you'll find these people either on the dole or in another borough or country where there is work for them. It's the nature of their skilled job that allows them to move around to where the work is. Now unless we have a national knowledge test and taxi licence, drivers are restricted as to where they work. Once that area becomes flooded control is required to prevent over supply. It's kind of like having business premises that are only allowed to house certain types of businesses. I mean you can't put a night club in a residential area or have a pub that's open til the we small hours in residential areas either. You can't play live music in some places and in others you can't have the music above a certain level. There are controls of all kinds that restrict the flow of business. Most businesses work within these controls and if they don't they lose their licence to trade. They don't go spouting off about human rights and unfetted access to trade. Personally I don't think that all the people shouting for de-regulation will be happy until all taxi drivers have to pay to be on a system to get work as well as on the road plying for hire, but, that's just my opinion and my experience in the unregulated area in which I work
