More than likely - Unless as already put forward, as an alternative defence.......

the thing is it happens all over my attitude is always if it's a short job then I'm back to the rank quicker this is something that requires education it all balances out in the end but many drivers just won't understand that

and the thing is if he is a trade representative he should be setting a good example

A taxi waiting in a taxi rank while an elderly passenger shopped (TW05036J)
The appellant, a licensed hackney carriage driver, left his taxi in the rank while he escorted his elderly passenger to the shops, waited while she shopped, then escorted her back to the cab. He was issued with a PCN for waiting in a restricted area and appealed on the grounds that he was entitled to wait in the rank. The Adjudicator ruled that in the circumstances the vehicle could not be said to be available for hire and was thus not entitled to wait in the rank.
The appeal was allowed, although for a different reason.

did he have his "for hire " lights on ? when im on the rank f2 &f4 ( pressed together on a digitax meter) turn the for hire off, i always do it in case i get a wheelchair, just say , "sorry im on a booking that's why my for hire lights are off", then if they hang about i just say "well waited long enough & sorry , got another job now " hand them one of my old p/h cards & say "ring them & ask for a wav & drive off, have a ciggy, then come back :wink:

Committee causes mayhem in city

Does Labour-run Cardiff council planning and highways committee know the mayhem they are causing in Cardiff?

First the worst-kept secret in Cardiff. They knew two years ago the BBC were relocating to Central Square and that vehicular access to the front of the railway station would cease and our bus station disappear.

This, we are now told, is going to be built alongside the original bus station. Meanwhile, we have to go two years without a bus station. Why wasn’t the bus station relocated in the two years prior to when work started on the BBC building? Because of this we have bus stands, causing traffic congestion while the drivers take their legal breaks.

On top of this, Cardiff council now has a law enforcement car fitted with cameras. This vehicle travels around town and the Bay photographing any vehicles illegally parked on double yellow lines. All of the town centre and the Bay are no-go areas to stop, owing to these measures.

I drive a private hire taxi and every taxi proprietor in Cardiff has had a letter from the council to the effect that if any taxi is photographed dropping off or picking up on a double yellow line they will be fined £35.

How is it possible to legally go about a taxi business with these Draconian measures, especially as the council has now gone one step further?


They put double yellow lines in lay-bys originally designated as pick-up and drop-off points for hotels in the city centre, namely Park Plaza, Greyfriars Road, Ibis Hotel, Churchill Way and the Park Inn, Mary Anne Street. These lay-by, pick-up areas are now illegal to pick up from.

Cardiff has a lot of business people staying overnight in the hotels; they are people bringing money into the economy. How do you tell these business people that you can’t legally pick them up or drop them off at their destination?

Cardiff council has to rethink on this and allow taxis a bit of leeway; they have already caused congestion with their buses parked all over town.

The other week I was picking up from the Millennium Centre, the passenger was disabled and I found there was no official pick-up area at all for this multi-million-pound building.

How could the committee have a building of this importance without taking into account the amount of people using this daily, who would need taxis to be able to stop outside?

If this is the best this Labour council can do, I think they should go before they are pushed.

TAXIS and the others private hire are allowed to stop and pick up/drop off on double yellow lines as appeals to the parking adjudicator in his decisions makes it abundantly clear you may do so for a reasonable time to carry out that exercise(pick up/drop off).
