I agree it may well deter those few clowns within the London Taxi trade as they have a lot to loose, and to a lesser extent those licensed minicabs who choose to tout, I say lesser as the Minicab industry suffers from a massive turnover of drivers.

But, it will never stop Fred Olusawali from driving his P reg Astra up town on a Friday or Saturday nights as his loss would be a fine and the confiscation (eventualy) of his £300 car.
