no one is missing the point Dougie,what you want is what we have now, only you want it rubber stamped and guaranteed by the council.
it cant and wont happen.its not legal.
you have asked questions,posed scenarios,and had them all answered.

you on the other hand cant debate,saying nudge nudge means feck all.
there is no secrets Dougie,its all there in the cgsa,and the relevant case law.
i suggest a little education. Dougie,go do some reading,stop making an erse of yourself,its embarrassing for the rest of us although im sure you think your being very clever,your not.

Dougie a council can't charge more for licences than it costs to operate the licensing system. £40k is ridiculous for what amounts to a piece of plastic, a few sheafs of paper and a handful of man hours. In fact CEC's current application fee is IMHO far too high. Anywhere else in Scotland it wouldn't even be half of what Edinburgh charge.

If councils could charge over the odds and make a profit, they would all have been doing so for years.

Yes, it's almost like they've been cloned, on behalf of the council. Some would describe them as a product of the system. A mindless unit of production told what to think.

Oh and they are convinced they think for themselves. :roll:
