So did he actually pick up the officer, or just stop and ask directions ?

If the officer got into his car, did he explain he can't take him and just wanted directions ?

There's no offence in stopping if someone flags you down, only if you actually engage in a fare. Therefore he must have taken the fare. Can't see how he got off really. Must have been on a technicallity.
