With regards to first aid training, they could train me until they were blue in the face but I'd still just dial 999 cos if you do something wrong they'll sue you when they're better, it's just not worth the risk.
You will never get a limit on PH....indeed the way things are going there wont be any limits on HC's eventually.
Most of the post criticises PH operators......the power to deal with them are firmly in the hands who pay rents.
I dont think your LA will be making any more money after delimitation than before it....indeed they aint supposed to make a penny, its non profit making.
