Worcester Park minicab driver loses licence appeal





A private hire driver convicted of touting for business has lost his appeal to have his licence returned.

Epsom and Ewell Borough Council’s licensing subcommittee upheld the decision to withdraw his licence at its meeting on November 12.

The committee heard that Rana Riffat, aged 28, of Chiltern Close, Worcester Park, was fined £200 and £85 costs after pleading guilty at Kingston Magistrates’ Court in July to an offence of touting in Clarence Street in Kingston.

Mr Riffat appealed and appeared before the licensing subcommittee. After hearing his submission, councillors upheld the decision, refusing to allow Mr Riffat to resume work as a private hire driver in Epsom and Ewell.

Councillor Clive Smitheram, chairman of the licensing subcommittee, said: “The council has a duty to protect the public and the committee felt that because of the seriousness of this offence, Mr Riffat should not have his private hire driver licence returned to him.”
