Success in clampdown on bogus taxis A CLAMPDOWN on unlicensed and bogus taxis operating in and around Halifax town centre has had some good results. Police and Calderdale Council's licensing officers launched the operation to ensure night time revellers are safe when using taxis and private hire vehicles. It was also done to identify and prosecute any bogus taxi drivers who pose a danger to passengers or threaten the businesses of legitimate licensed cabs. Extra police officers were brought in to work with licensing officers, taxi marshals and Street Angels to look for breaches of licensing regulations and to ensure the safety of passengers by targeting unfit drivers and unroadworthy vehicles. Various licensing offences were detected and 12 vehicle and driver details were recorded for the council to make further inquiries which may result in licenses being removed. Two taxi licensing plates were seized for safety reasons and 27 police fixed penalty notices were issued for failing to wear seatbelts and a further three were issued for defective tyres. Sergeant Garry Alderson, head of Calderdale's roads policing unit, urged people to make sure they get a licensed taxi home either by pre-ordering or catching one from a recognised taxi rank. He said: "We have dedicated staff who will be on the look out for people cruising round in cars posing as taxi drivers." Chief Insp Neil Hunter, of partnerships and community safety in Calderdale, said: "There have been instances in other parts of the country of people posing as taxi drivers for criminal purposes. "Fortunately I am pleased to report that this operation has not identified this activity in Halifax and we will ensure it stays that way." Sarah Richardson, Calderdale Council's registration and licensing services manager, said: "The council licensing enforcement officers work closely with other agencies including the police, throughout the year. This has proven an effective way of ensuring the safety of the travelling public." |

IIRC PH must wear seat belts when on own in car but not obliged to when carrying passengers. I certainly don't late at night with punters on board since a guy hauled me out of the car against my seat belt to give him a mock bl'w j@b.

Exemptions from seat belt wearing The legislation provides for a number of specific exemptions from the seat belt wearing requirements on medical and other grounds. Please consult your doctor if you think you should not wear a seat belt on medical grounds. As for the others these include:- "(b) the driver of or a passenger in a motor vehicle constructed or adapted for carrying goods, while on a journey which does not exceed 50 metres and which is undertaken for the purpose of delivering or collecting any thing; (c) a person driving a vehicle while performing a manoeuvre which includes reversing; (d) a qualified driver (within the meaning given by regulation 9 of the Motor Vehicles (Driving Licences) Regulations 1987) who is supervising the holder of a provisional licence (within the meaning of Part III of the Act) while that holder is performing a manoeuvre which includes reversing; (e) a person by whom, as provided in the Motor Vehicles (Driving Licences) Regulations 1987, a test of competence to drive is being conducted and his wearing a seat belt would endanger himself or any other person; (f) a person driving or riding in a vehicle while it is being used for fire brigade or police purposes or for carrying a person in lawful custody (a person who is being so carried being included in this exemption); (g) the driver of— (i) a licensed taxi while it is being used for seeking hire, or answering a call for hire, or carrying a passenger for hire, or (ii) a private hire vehicle while it is being used to carry a passenger for hire; (h) a person riding in a vehicle, being used under a trade licence, for the purpose of investigating or remedying a mechanical fault in the vehicle; (j) a disabled person who is wearing a disabled person's belt; or (k) a person riding in a vehicle while it is taking part in a procession organised by or on behalf of the Crown." |
