can anyone tell me if this is right that under the town and planning acts or is it miscelanious provisions, that each and every council has to provide at each railway station, provisions for onward travel, buses and taxis which would of course be hackney carriages cheers.

I don't think so in the private land case, not all our stations have a council rank anyway.

york had a rank outside once,but upon renovating the station it was taken away, so wondering if the council are legally obliged to reinstate it and if there are such acts

It'll probably be down to the railway tbh, it's usually their land ranks are sited on and they choose if to have one or not, I'd approach the council 1st and see what they say, and then the railway, but if they do reinstate one you will have to get a permit to use it. hth.

That was the case, I believe, prior to Rail Privatisation, but not now. :-k

But I can't see a local council Transport Plan being treated that well by the DfT without a provision for taxis at a mainline Railway Station.

No council has the power to force a taxi rank on any privately owned land.

I believe you are referring to the 'Town and Coutry Planning Acts. From my studies in the early '80s I don't recall any mandatory stipulations for taxi ranks. However, it was not a subject close to my heart in those days but, hopefully, I've indicated the legislation you may be looking for.
