no badges without a 10 year checkable work record
full UK passport
full UK driving licence (held 5 years)
GCSE in english
DNA checked on Interpol database
and 5 UK nationals to sponsor applicants
a £10,000 cash bond to be paid and held for 5 years

Some of the native UK drivers don't have:-

10 year check-able work record
Full UK passport
GCSE in English

You can't require the foreign driver to have a better qualification in English than some of the English drivers do that's just silly.

All that is required is proof of identity, proof that they are here legitimately and have the right to work here and a good comprehension of the English language.

I don't think they'd have any problem getting sponsors and perhaps a bond is a good idea but why so high? Are you trying to price them out of the equation?

Whilst I'm all for new drivers 'jumping thro' hoops' to get into the trade, your requirements seem like a minimum qualification for the post of personal assistant to The Queen.
