no badges without a 10 year checkable work record
full UK passport
full UK driving licence (held 5 years)
GCSE in english
DNA checked on Interpol database
and 5 UK nationals to sponsor applicants
a £10,000 cash bond to be paid and held for 5 years

so just how does "Borat" land here and get a badge?

Baroness Scotland was fined £5,000 for employing an illegal immigrant because she didn't check her status. Will the council get a fine as well?

I hope that this is going to become norm around the country, god knows what past these illegal imigrants have, and yes the council or taxi company should be punished.

All that is required is proof of identity, proof that they are here legitimately and have the right to work here and a good comprehension of the English language. I don't think they'd have any problem getting sponsors and perhaps a bond is a good idea but why so high? Are you trying to price them out of the equation?
