= £60 fine and 3pts. According to a text I received earlier. Urban Myth or distinct possibility?

i did see a "cops on TV" show where a copper told a motorist just that, but let him off with a warning

it can fly off into a vehicle behind

I'd say it's a hazard and could cause an accident.

brake that hard in these conditions and all you will see is the rear of the car/truck in front as you slide into it

I saw many examples of it back in January when we had a big dollop; and someone (Iforget who!) mentioned it on Radio 4 yesterday.

Far from being an urban myth, it can be dangerous, IMHO. Most main roads are perfectly clear of snow and ice but a lot of cars are not!!!!!!!!!!!!!!!!
