The DfT have launched a consultation note on what is, and more importantly, what isn't a licensed Private Hire Vehicle.

Well worth a read, and a response to the DfT if you think they have got it wrong.

Guidance creates a haze, a mist, a miasma.

Nothing is clear, no one knows where to go and which way to turn.

That in turn creates confusion and confusion creates work for those who have created the haze, mist and miasma and more work for others.
