The 1976 Act precludes Wedding and Funeral cars from the definition of a PH.

If the government wanted all those other vehicles now to be defined as not PH, then why didn't they a) do it then, or b) do it now.

We don't need guidance we need straight forward laws.

Guidance creates a haze, a mist, a miasma.
