1 in 3 cabs yet to be sprayed as 'Bristol blue' deadline nears

With less than two weeks before the deadline, around a third of Bristol's Hackney carriage drivers have still failed to have their cars re-sprayed blue.

Bristol City Council gave cab drivers three years to adopt the "Bristol Blue" policy, which says they must be sprayed the correct shade of blue by May 1.

With 12 days to go, and the Easter Bank Holiday in the way, there are believed to be 237 Hackney carriages that have failed to meet the conditions.

The council says it knows of "at least" 572 vehicles that have adopted the right colour, out of 809 Hackney drivers.

The authority says it is "confident" the rest will fall in line by the cut-off point.

If they don't drivers face a fine or having their licence taken away from them.

At least 19 vehicles would have to be re-sprayed every day – including weekends bank holidays – between now and May 1, if all of them were to avoid falling foul of the controversial council policy.

While Hackney carriages, which can ply for trade on the street and at ranks, have to be blue, the rule change means private hire taxis, which have to be pre-booked, must now be any colour other than blue.

When the Evening Post reported on the number of Hackney cabs that had been painted blue a month ago, the total was 332, so in that time an extra 240 re-sprays have been confirmed.

The council decided on the policy in to create a city image along the lines of New York's yellow cabs. The decision did not prove popular with drivers, who objected to the time frame that was put on the scheme.

Many have claimed that the average re-spray cost of £1,500 and the loss of earnings while the vehicle is off the road, is too much to deal with in the middle of a recession.

The council says the scheme will also improve safety for passengers, who will feel safer using cabs that are more easy to identify as they are all the same colour.

The new regulations also restrict the amount of advertising that appears on vehicles. Ads can now only be placed below the windowsill.

Some drivers have argued this is another blow to their income.

In the last few weeks the council has sent out staff to taxi ranks to remind drivers of their obligations, and has sent out reminder letters.

Council spokeswoman Vicky O'Loughlin said: "The number of Hackney carriage owners who are bringing in their vehicles to show they are the correct colour has dramatically increased over the last few weeks."

"We now know that we have at least 572 vehicles registered as Bristol blue."

"We know that there are others that have not yet come in to show us their colour and we are told by the paint spray companies that they are booked solid over the next two weeks."

"At any one time there is a proportion of Hackney carriages not on the road as their owners are abroad or for mechanical or other reasons."

"We are very confident that a large majority of vehicles that are in use will be the right colour by the beginning of May."

"We have made every effort to reach every Hackney carriage owner to ensure they understand the position and we are confident they are aware of what is required under their licence conditions."

Something tells me that those who have already had their cabs sprayed 'Bristol Blue' will be harvesting after 1st May.

Bristol taxis not painted blue to be taken off road

More than 200 Hackney cabs in Bristol could be taken off the road in 10 days time unless they are painted blue.

Drivers have been given until 1 May to meet the city council's new rule. So far, 572 vehicles have changed colour with 237 still needing a respray.

The scheme was brought in so people know they are hailing a genuine licensed taxi cab.

Some taxi drivers have said the requirement is expensive and unnecessary.

Hackney Carriage driver Michael Power said it had cost him £600 to turn his vehicle blue.

"There was absolutely no necessity to spray it a different colour. Everyone knows what a black cab is," he said.

"It's a ridiculous, ludicrous thing that's put a lot of pressure on in very difficult economic times."

'Three year's notice'

Gary Hopkins, the councillor in charge of transport at the Liberal Democrat-led council, said many taxis were booked in to be painted over the next week.

He said drivers had been given three year's notice of the move and that it was legal action by some cab drivers that had delayed painting taking place.

Non-blue cabs will have their license revoked.

"I think the council gave a huge amount of notice for this," Mr Hopkins said.

"It's a significant matter of safety. People have been picked up by non-licensed cabs and it's important they're recognised not just from the front but from the back."

Three taxi drivers who objected to painting their cabs took their appeal against the decision to the city's magistrates' court, supported by the Bristol Taxi Alliance, last October.

They had argued the cost of respraying the cabs would be more than their vehicles were worth.

But they withdrew their appeal after last-minute negotiations.

Bristol's hackney carriages will need to be spray painted blue by May 1stCity 'cabbies' have told us some drivers could leave the profession or firms could be forced to sack them ahead of the City Council's plans coming into force.

In 10 days all hackney cabs in Bristol will need to be spray painted blue, or face being taken off the roads. The National Taxi Association has said it can cost up to £3,000 for work on one vehicle, and officials are concerned it will take some drivers out of the profession because they cannot afford the work to be done.

In May 2008, Bristol City Council decided to introduce the iconic 'Bristol blue' taxis, as a way of improving public safety and preventing crime as well as being a colour that is associated with the city. May 1st 2011 is the deadline for them to be re-registered.

The City Council says the move would not only reach out to people who live in the city and neighbouring areas, but tourists and other visitors. Avon and Somerset police also supported the move.

However, Bristol spokesman for the National Taxi Association, Shafiq Ahmed, feels many drivers have been bullied into it. He told us: "It is unreasonable to impose costs on drivers to have their vehicles resprayed out of their own resources. The taxi will be taken off the road for the best part of a week so it won't be able to be used to earn money.

"They can't send out the message on May 1st that all taxi's in Bristol are blue because there are still a handful of private hire's are being blue. Bristol has not struck a deal with neighbouring authorities to stop their hackney cabs being blue either."

There are known to be around 230 cabs that could be caught out with the new rules. 585 vehicles are said to now registered as Bristol blue.

In a statement Bristol City Council told us: "We have made every effort to reach every Hackney carriage owner to ensure they understand the position and we are confident they are aware of what is required under their licence conditions."

With doubts about what shade of blue to have is there any wonder they are holding off spraying them?

BTW, if sprayed wont the hackney plates have to be changed to state the correct colour as well as DVLA notified?
