Think of it as a test, if they are daft enough to pay it, it's no more than they deserve.

Fees for private hire on the circuit here is greater than that of the hackney working the same system and the fees are not a reflection of how much a private hire driver can earn so it isn't a reflection of how much work the hackney trade has lost. People prefer to phone for a taxi/ph here rather than go outside and see if they can flag one down. Its that simple. If you want more work you need to do phone work as well

In 2000, there were approximately 300 ph working in Edinburgh. It's more than three times that at the present moment. They've come a very long way in a relatively short space in time. A simple app on your phone will hook you up directly with your nearest available taxi, job done. The need for expensive radio dues and committeemen filling their pockets will be gone.
