From my memory, in Bristol it was the case that none of the existing trade would employ drivers from the ethnic community (very PC). Thus they couldn't enter the trade unless they bought plates, from those people who wouldn't employ them. 
So the council de-limited (albeit for a year or so), and issued plates to those who couldn't gain work prior to those issues. In other words, it was the sheer stupidity and bigotry of the existing trade, that led to Bristol de-limiting.

I think you misunderstand what equality means it does not mean all groups should be in equal strength! good god no, where I come from 80% of taxidrivers are from the new comonwealth(hows that for diplomacy dusty) but women and white middle class men are still free to embrace this golden opportunity. Women are not daft enough to work long hours for penuts, and if I was black, god forbid putting me in a taxi in Liverpool. |

We also have the same "equality" rules. In our taxi industry...it is more difficult to find non-minorities driving a taxi! We have a few women, but mostly our drivers here are minorities! |
