Test return for drivers



HULL: A so-called "knowledge test" for people applying to be taxi and hackney carriage drivers could be reintroduced.

City councillors will consider the move later this month after receiving complaints that some licensed drivers do not know their way around the city or have a clear understanding of laws and procedures relat- ing to the industry.

A previous know- ledge test operated by the council was scrapped in 2007 after the authority introduced a pre-assessment exam for drivers covering basic literacy and numeracy.

Looking at the Responses to Conditions Review Consultation some of the answers show the ignorance of some in the 'trade'.



It should be noted that several other issues were raised that were not connected to either policy or conditions but were in respect of enforcement issues or related to primary legislation.

These matters will be looked into separately by the Licensing Section:
Capping the numbers of Private Hire Drivers – This is unlawful
Restricting working hours – This is unlawful

Over ranking – Enforcement issue
Drivers smoking in their vehicles – Dealt with by Health and Safety
Access to Bus Gates – Dealt with by Highways
Cost of compliance tests and re-tests – Set by testing station
Illegal plying for hire – Enforcement issue
More spot checks on vehicles – Enforcement issue
Some taxi meters are not in full view of passengers – Enforcement issue
More use of taxi/street marshals – Enforcement issue
