West Dunbartonshire councillors to debate installation of CCTV in taxis in Clydebank 11th April 2016 Source: Clydebank Post COUNCILLORS are set to debate the widespread installation of CCTV in taxis as part of moves to "better protect the public". On Wednesday, April 20, West Dunbartonshire Council's licensing committee will discuss the matter in Clydebank Town Hall. The committee will hear a policy and conditions in relation to the operation of CCTV in licensed vehicles. The proposals are in view to protecting the public from misuse of taxis. However, it will not place a requirement on licence holders to install CCTV in their vehicles. Licensing documents read: "The Licensing Team has received several enquiries in relation to the legality of installing CCTV within vehicles licensed to service the West Dunbartonshire area. "In the absence of a policy and licence conditions, licensing staff have no powers to regulate the use of CCTV." Karen McFall, owner of Clydebank Private Hire, said: "I welcome the idea of more CCTV in taxis, and some policy to back it up. It's important for the safety of both the driver and passenger. But I don't want the council to make this mandatory at all in the future, we already have to pay enough in licence fees — like £105 to change plates on a car." The document tells how operators who have sought advice on CCTV within vehicles have stated they wish to make use of such systems to prevent crime, protect drivers and to reduce insurance costs. The document adds: "In order to ensure that CCTV systems are operated responsibly, ensuring that members of the public are protected so far as reasonably possible, a policy has been drafted to regulate the use of internal CCTV systems only. ‘Dashcams’ or other such systems which only record data outside of a vehicle are not covered by this policy." A risk analysis for WDC said the only perceived risk to the policy would be reputational damage, if the CCTV data recorded in a taxi was to be misused. No formal risk assessment has been carried out in relation to this report. Members of the public are able to view the draft policy on the council's website in the licensing documents for the meeting, to be held later this month. The policy covers what is required to operate CCTV systems in taxis; responsibilities of 'data controllers', or the drivers; general requirements of installation and operation; security of the images; retention of film; rules around the use of information recorded using the CCTV; signage and contact details.
