CCTV cameras fitted in Rotherham taxis to ‘rebuild trust’


Taxis in Rotherham are being fitted with CCTV cameras in an effort to rebuild trust in the town’s taxi industry.

Drivers have until July 6 to fit the cameras, which are now a requirement under Rotherham Council’s new Taxi and Hackney Carriage policy

Only people authorised by the Council can access any recorded footage. Drivers will be unable to access footage

The Council will only download the footage in certain circumstances, such as if there is a complaint or incident involving a taxi, or if the Council wants to check that the system is being used properly.

The Council can easily check if a vehicle was being used as a taxi at a particular time by referring to records held by the private hire company that the taxi is working for.

The Council does not require the systems to be active during the times that the system is not being used as a taxi, so there will be no intrusion into the private lives of drivers and their families.

Commissioner Ney added: “The camera system will provide protection for both passengers and the driver, and there needs to be the correct balance between protecting people and making sure that there is no breach of people’s rights to privacy.

“The driver is required to make sure that the system is operating correctly when the taxi is working. We will carry out random checks including downloading footage from the systems to verify that the systems are being used as required by the Council’s policy. If they are not then drivers may have their licence suspended or revoked.”

The new Rotherham Council Taxi and Hackney Carriage policy sets out in detail the requirements of drivers which include checks of criminal records, social care and other agencies, motoring offences, the drivers’ track record and previous licensing history. The policy also sets standards concerning the safety of vehicles.

Who is purchasing the system,who owns the vehicle,it would appear that it is only private hire vehicles as they will check private hire operator records,the Council appear to not realise that a vehicle once licensed is governed by the license 24/7,I would if fitting CCTV in my vehicle be the data controller and I would be deeming who had access to that data not the COUNCIL,where do TAXIS fit into this as it only mentions private hire and misuses the word TAXI in doing so.

How many licensed vehicles do the Council own or is it another case of someone taking a big stick and threatening the owners of vehicles.

doubt it if what ive seen down here is similiar? good on the Council for insisting upon it! and it should be for both Hack and PH i reckon :D

Protect the public from pervert Hack and PH Drivers well done Rotherham and now lets see it mandatory Nationwide :D

The Council will only download the footage in certain circumstances, such as if there is a complaint or incident involving a taxi, or if the Council wants to check that the system is being used properly.

In other words it will be useless to drivers as council will only allow access to footage if the complaint is against the driver runners and abusive passengers will be protected probably

OR at the Drivers request following an incident is the normal protocal ie threat of violence racism to the driver .very useful i think !

I doubt it in most cases the council will be "too Busy" to review the footage and the police will probably be uninterested unless it is a Murder or very serious incident

No one has answered the question"who is paying for it"

If it is the vehicle owner he would have to apply for a license to be a data controller and he would be the only person who could download any data.

If the Council pay for the system as it is in a vehicle not owned by the Council I think there will be many pitfalls in determining who can be the licensed data controller.

Maybe, but then they lose their license for breaching their licensing conditions.

And courts may take a negative view if an incident should have been filmed, but it wasn't.

If that is correct drivers/proprietors are paying the Council will have no control over the data ,only the drivers/proprietors can be the data controller.

Nope.

Anyone can be a data controller, and the council can state that footage can only be viewed by whoever they like.
