Launch of LGA & IoL project to develop national register of taxi & PHV licence revocations and refusals The Local Government Association (LGA) and Institute of Licensing (IoL) have been exploring options for establishing a national database of taxi and PHV licence refusals and revocations. We are aware that a number of different regions have also been developing their own local approaches to information sharing on this issue. Following discussions between the National Anti-Fraud Network (NAFN), groups of authorities in South Yorkshire and Greater Manchester, LGA and IoL, the LGA has now commissioned NAFN to begin development of a national register of taxi licence refusals and revocations to be managed, maintained and hosted by NAFN on behalf of all local authorities. The register will be available at no extra cost to all local authorities already signed up to NAFN’s existing data and intelligence services (currently 86% of English and Welsh councils), and will enable a national response to an issue that extends beyond individual regions. Although a register of refusals and revocations cannot on its own solve the many challenges facing councils in regulating taxis and PHVs, it will be an important sector-led step to tackling the problem of individuals making applications in different areas following a refusal or revocation elsewhere. The project will begin in June and is intended to be complete by the end of 2017. A Project Board comprising the LGA, IoL and NAFN will oversee the project. Additionally, a user group comprising council officers will provide advice on specification, testing and acceptance. We would welcome comments or feedback from areas that have been developing their own approaches to ensure that the new register is built on your experience. I'm a bit more positive to these proposals than the previous 'everyone on it' proposals. If you have been suspended, or had your license revoked, I can see no good reason why any other council that you are applying to work in can't see the reasons behind those suspensions/revocation. |

I hear Labour Liverpool has privatised part of its licensing function and labour St Helens are about to deregulate - oh and the taxi drivers are trade union members in those places |
