Lazy journalism again.
The driver must have been psychic as well if he knew where they were going just by looking at them whilst driving by. I quite often drive past fares (although I usually turn my light off) if I know there is a queue on our rank nearby. I believe if someone has had the patience to wait on the rank the least I can do is to have the decency to give them priority.

The reason hacks drive past fares flagging them down is simple risk management, who really wants to pick up a group of p!seed up young guys.

Which Law says that?
I am not aware of any Law that says you have to leave the Licensing area (or City Boundary).
