A Chelmsford taxi driver has been allowed to continue working despite hitting a member of the public with his car.

The driver, known only as Mr Z who had been caught on camera “making contact with a member of the public” was served a notice of suspension for “reasonable cause” after which he surrended his licence voluntary.

The date and location of the altercation has not been revealed by Chelmsford City Council which has allowed the driver to keep his taxi licence despite his “status as a fit and proper person” being severely questioned.

Chelmsford City Council licensing committee had heard that Mr Z, a dual Hackney Carriage and Private Hire vehicle driver, had been trying to leave the scene when he was approached by a member of the public who started to argue with him.

He said he did not know why the member of the public was arguing with him and why he kept blocking his path.

The committee heard that Mr Z tried to reverse around the member of the public, who was drunk, and even tried to ring the police after feeling threatened.

The next day he went to a police station to inform them of the incident.

The committee heard: “In response to a question from the committee, Mr Z started he did not why the member of the public approached him, just that he was intoxicated and aggressive towards him. Mr Z stated that the member of the public had not asked to be taken anywhere in Mr Z taxi. Mr Z also informed the committee that there had not been any passengers in his vehicle at the time of the incident.

“The committee stated that after careful consideration, they had argued to allow the continuation of Mr Z’s licence. The committee noted that Mr Z was intimidated by the member of public in the CCTV footage.

“The committee also noted that the member of the public was not hurt but that the situation could have been much worse if he had slipped before Mr Z’s taxi moved forward.

“The committee stated that Mr Z was being given the benefit of the doubt on this occasion but that his status as a fit and proper person had been severely questioned by this incident.”
