Never sure whether to post new articles to an existing thread or start a new one. Sometimes threads get a bit long and messy, or sidetracked, and I'm not keen on threads that are several pages long. Or maybe an imporant new topic is revealed. Probably a touch of all of those here, but the waiting list point here is maybe particularly interesting. Taxi cap removal plans approved for Bournemouth and Poole https://www.bournemouthecho.co.uk/news/ ... uth-poole/ ![]() Image: Bournemouth Echo CONTROVERSIAL plans to lift a cap on the number of cab licences issued in Bournemouth and Poole have passed the final hurdle. BCP Council approved new taxi policies on Tuesday, despite concerns about the effect they will have on the viability of the profession. An attempt had been made by some opposition councillors to delay the decision with calls for more information to be provided, but this was defeated. The policies, which were unanimously approved by the council's licensing committee earlier this month, set out the requirements for taxi drivers operating across Bournemouth, Christchurch and Poole. They include a new white colour scheme and a vehicle age limit. But the most controversial element is deregulation – the removal of a cap on the number of licences issued – in Bournemouth and Poole. No limit is in place in Christchurch. The council said this would open up the profession with the council having a waiting list of more than 300 people. The change is planned to be done over five years with annual increases in numbers to ease the transition. However, taxi drivers have criticised the move saying it will impact their livelihoods. On Saturday, hundreds gathered in Bournemouth to protest it. “This decision will impact on the travelling public and on the livelihoods of the many taxi and private hire companies,” Kevin Diffey, the chairman of PRC Streamline Taxis said. “We are horrified at the proposals and frankly scared of the effect it will have on our companies.” And Paul Sondheim, the treasurer for Bournemouth Station Taxi Association, called on the council to defer the decision due to be made at its full council meeting. Councillor Vikki Slade proposed the vote be postponed so more information could be provided but her suggestion was defeated in a vote. It was instead agreed to adopt the policies that had been approved by the licensing committee. Committee chairman councillor Judy Butt, cited the example of one person who had been on the waiting list for a licence in Bournemouth since 1993. She said taxi drivers “understandably wanted to maintain the status quo” but said the restrictions were preventing people who wanted to move into the industry. Concerns had also been raised the dress code could discriminate against people wearing certain religious clothing but Cllr Butt said exceptions could be made in certain circumstances. Having been approved for adoption, the new policies will come into force in April. |

Quote: The council said this would open up the profession with the council having a waiting list of more than 300 people.[...] Committee chairman councillor Judy Butt, cited the example of one person who had been on the waiting list for a licence in Bournemouth since 1993. Wouldn't be surprised if the dates and numbers are totally misleading. I recall in Dundee that people drove a taxi for five minutes, would join the waiting list, but disappear from the trade, but would come up on the waiting list a few years later and, bingo, they've got a valuable plate. Of course, some councils have points systems etc to weed out the dormant and more speculative applicants, but I'm guessing BCP isn't one of them, particularly if someone's been on the waiting list for almost 30 years So would hardly be a surprise if the applicant from 1993 didn't actually go ahead, and indeed if the rest of the 300 don't bother. Some possibly have plates already, and some maybe even dead (see the comment below). And that's at the best of times - somehow can't see many people queuing up to put a WAV on at the moment In fact all this is maybe confirmed by one of the comments on the Echo's website: Quote: The number of 300 in waiting list is incorrect and misleading they have people on waiting list for 28 years since 1993 without taking them off from the list all this time. If you take consideration most of these people have left the trade or passed away and half of this people are plate owners already
..If they really wanted people to get into the trade they should let Uber to Operate in Bournemouth as private hire plate is already deregulated !! Their motivation is only to destruction of the trade for the past 5 years from closure of ranks, letting illegal taxis and facebook lifts working in town .a survey last year been ignored at the cost of 24k of tax payers money saying no need to deregulate. |

Quote: “This decision will impact on the travelling public and on the livelihoods of the many taxi and private hire companies,” Ignore the impact on the public bit as having more cabs will not have a negative effect on them, but the latter bit is interesting as the fella mentions companies not drivers. Of course companies don't want drivers to have the freedom to own and run hackneys should they want to. They want them renting their taxi/PH. Let's hope as many of those 300 on the waiting list as possible take up the option to go their own way, and rather than pay rent or % to the butcher the baker the candlestick maker, they keep more of the money they take. |

But most of them will continue to pay rent to the butcher the baker the candlestick maker as they will not just ply for hire on the streets but rely on private hire barons for work just as they do now. |

Maybe, but at least the alternative is now available to them without having to pay 10s of 1000s for a plate. |
