A very good source tells me that the main reason Uber has binned off Uber Local UK is because 50% of the jobs offered get refused. Maybe down to the fare.

My view is that isn't the main reason, it's one merely being used as a 'red herring'. I believe it's down to the VAT issue.

Uber is the operator, they are the ones liable for VAT. I'm not sure how much VAT they are getting from Uber Local operators. I suspect not a lot.

And what benefit is Uber getting from not having a presence in many areas where Uber Local cars are the only ones available to punters? And why would Uber Local work away from the UK, but not in it?

In my view, it can only be the VAT liabilities, which could well be over £500,000,000.
