Dozens of drivers have had their Low Emission Zone (LEZ) penalty charges cancelled after a tribunal ruled Glasgow City Council made a "procedural error". The decision by the Transport Appeal Tribunal for Scotland said the LEZ fines could not be enforced as the council did not serve the fines using recorded or registered post. More than 20,000 LEZ fines were issued from the start of June to the end of September and 38 have so far been overturned as a result of the ruling. Full story - https://www.bbc.co.uk/news/articles/ce7pz2ze56go The headline of the story is misleading - it looks like Glasgow CC didn't use tracked delivery for fine notices at first, so (arguably) registered keepers can maintain they never received it. I suppose they could just send it again but tracked this time. Aside from that, the LEZ seems quite the magic money tree - £478,560 so far and another £830,070 owed. And 27 fines for council-owned vehicles 'which the council said have to be paid for by the drivers'. |

Big ongoing case which could be interesting, but it relates to red routes rather than ULEZ.
