I suspect a number, possibly a significant number, of vehicles, both HC and PH are licensed but not used.

Given the fact that both are numerically restricted it's not in the interest of owners to not license them, even if they have no one to drive them.

So I wouldn't be shocked if the number of vehicles not working mirrored the drop in driver numbers.
