Driver with three serious convictions seeks new taxi licence

A taxi driver with three serious convictions is being considered for a new licence.

BCP Council reviewed the application during an exempt session on July 8.

The driver, whose name has not been released, previously had his licence revoked by Christchurch Borough Council more than a decade ago.

A BCP Council report said: “The driver did not advise the Christchurch Borough Council of the initial offences for which he had been charged or later the criminal convictions which are recorded on the Enhanced DBS Certificate as would have been required by the Licensing Authority.”

This omission led to a licensing committee hearing, resulting in the revocation of the driver’s licence.

The applicant later appealed the decision, but the Magistrates’ Court dismissed the appeal.

The driver, who held a licence with Christchurch Borough Council at the time of the offences, reapplied for a public carriage driver’s licence on March 24.

During the latest application process, a BCP licensing officer discovered that the driver had also applied to Portsmouth City Council in 2024.

BCP Council contacted Dorset Council regarding the same individual and Dorset Council confirmed it would likely refuse any application from him.

Due to the confidential nature of the information involved, BCP confirmed the meeting will be held in private and related documents will not be publicly available.

Kelly Deane, BCP Council’s Director of Housing and Public Protection, said: “As the licensing authority we are committed to making sure that public safety remains at the centre of every decision we make.

“Each year we process around 65 applications for a taxi and private hire licence and as part of the application process, all prospective drivers are required to undergo rigorous safety checking including enhanced Disclosure and Barring Service (DBS) checks. Additionally, applicants are checked against the National Register of Taxi Licence Revocations and Refusals (NR3).

“In this case, information has been identified during the application process that requires further consideration. As routinely happens and in line with our processes the application is being referred to the Licensing Sub-Committee who will consider all relevant evidence before deciding whether the applicant meets the legal requirement to be a fit and proper person to hold a taxi licence.”

The licensing sub-committee will decide whether the applicant is a “fit and proper” person to be granted a licence.

It would not surprise me in the slightest if it was him.

I think Doom said his location was Poole, so presumably that was who he was licensed with. According to the piece the applicant here was previously licensed by Christchurch Council, so to that extent it wasn't him.

Also noticed the mention of Dorset Council in the piece - an entirely separate entity by the looks of it, and not clear why that authority should be mentioned. Of course, maybe the the councils here have informal contacts and chitchat.

But you wouldn't think a third party council's views on whether they would badge him would be cited in an official report
