We had Glasgow stating all P/H drivers must buy car seats but here is one Scottish council who is giving them away?

SCOTTISH Borders Council's education department is buying child car-seats for all the taxi firms across the region that are contracted to drive children to school. The council is taking the step to ensure the taxis comply with the new law that requires all children under the age of 12 to use some form of child car seat, unless they are more than 135cm (4ft 5in) tall. In total, around 300 car seats are being supplied.
