Hertsmere councillors consider allowing out of area cabs to ply for hire in their area.

No change to taxi pick-up rules

Borehamwood Times

Plans to allow black-cab drivers not licensed by Hertsmere to pick up fares in the borough have been scrapped.


At a licensing meeting in March, councillors voiced concerns that the area could be suffering from a lack of taxis during the evenings, especially at weekends.

It was suggested that Hackney carriages not licensed by Hertsmere which were driven by people living in Hertsmere be allowed to pick up fares in the district.

Licensing officer Phil Andrews gave a report on the issue at the meeting last week.

He said: "The law is quite clear on this.

"It is an offence for any Hackney Carriage licensed in one area to ply for hire in another."

He also said there had been no concerns from police over taxis and their role in conveying people from the Shenley Road area late at night.

Councillor Miki Colne said: "In principle, it was well worth investigating. But there are too many obstacles and I fully accept the report."

There was a time not so long ago when Hertsmere was covered by the Metropolitan Police District.

That meant (although not often) I could pick up street fares around Borehamwood and Potters Bar which was always handy when stopping off at Tesco. :wink:

Since Hertfordshire County Council 'took over' I believe theres only about 16 taxis licensed to work the area, mind you the provision of ranks out there is a joke.

The only good thing was all the Minicab operators had to become licensed PH through Hertmere Council.

It wasn't worth investigating it is f***ing illegal. ](*,)

What sort of council asks a LO to do a report on a subject that even the most thickest among us know is not allowed? :?

Lets be fair to the councilors involved. Unless they are conected with the trade they wouldn't know what the law is. When this was brought up, probably at a meeting not conected to taxis, one or two probably thought what a good idea. Well at least now they know it wasn't. :D

You make a good case for getting rid of councilors and having professional knowledgeable people administer taxi licensing as Per the Transport Commissioner, however I have to disagree with you because this particular councilor has been around for quite some time and from her CV she doesn't appear to be a person who wouldn't know that vehicles licensed in other authorities cannot legally ply for hire in her own authority.

Looking at the article, it was suggested at a council meeting, and surely it should have been put to bed at that time without needing a report prepared.
